Stuart M. Benjamin, associate professor at the University of San Diego Law School, argues in the Texas Law Review that the speed of the Internet leaves the courts far behind. From the Reno v. A.C.L.U. case in 1995 to the latest Microsoft anti-trust scandal, the courts have been challenged profoundly to compete with quickly advancing technology.
