A firewall called "ZoneAlarm" can do this. It is a memory resident utility with an icon that sits in your toolbar, and it allows you to start, stop, and monitor activity. It will notify you if a program on your computer tries to access the Internet, allowing you to choose to let it or not. It is possible that too many interruptions might irritate you, but in that case you can turn it off. I would leave it on when browsing an unknown site or one that I felt was a little "iffy."
