Maybe it's just politics, but at least he's making the effort. This site explains in detail how Clinton plans to allocate $42.5 billion, some of which will come from projected budget surpluses, to the following environmental causes: global warming, forest preservation worldwide, land legacy to preserve open space and historic sites, livable communities (also known as "smart growth" and "anti-sprawl" legislation), and farm conservation (including curbing erosion, restoration of wildlife habitat, and protection from encroachment by sprawl). Of course, there is vehement opposition from the Republican side, which is crying "higher taxes!" and "big government!"
