Carter and Tutu in on the FALN clemency decision

It seems that Jimmy Carter and South African Archbishop Desmond Tutu were asked for their advice by Clinton prior to his granting clemancy to the FALN terorists. The issue no one seems to bother addressing clearly is whether there was direct evidence that the convicted FALN members were involved in violent activities that caused death or destruction or if they were just active members.
