Time is running out for the Kyl bill

Earlier in 1999, the Kyl bill looked like a sure thing. But now there are only 10 to 12 weeks left for Congress to pass the bill, and it is very unlikely that the bill will be passed this year. The bill has passed the Senate Judiciary Committee, but still has to be voted on in the full Senate and pass the House. If the Kyl bill does not pass, this is most likely due to the number of people that stand to lose if it passes, which has grown during the development of the bill. Those that stand to lose are Internet Service Providers, the Indian Community (who wishes to take their businesses online), and the growing number of casino-related site owners.
