Career Mosaic was a free site for many years for employers to browse resumes of job seekers, but it is now a fee-based site. This eliminated a lot of employers and recruiters due to the cost of the site. However, if you are a high tech job seeker, this is the place to be. There is no fee cost to you to post your resume, and it is easy to post. Careermosaic.com is still a major site for larger companies looking for people. On a recruiter scale of 1-10, I rate this site an 8.
