GIVE CREDIT WHERE CREDIT IS DUE?

This editorial published by www.epolitics.org brings a seemingly valid point to the forefront. Since so many people were against President Clinton's plan to bring NATO forces into Serbia to solve the problem of "ethnic cleansing," and now it seems that it is solved, this insightful article asks the question: isn't the President due some sort of credit for this "victory?"
