If consumers were confused by the choices in long distance, they will be downright bewildered in the choices of local telephone service. Many of the major telecommunication companies are forging ahead in the local-access area, trying to end the Baby Bells' monopoly on local services. But they weren't counting on the latest twist in the regulations--that is, the recent ruling that allows Bell Atlantic to enter into the long distance market. There are many more issues involved in local service than long-distance service, such as directory information and phone directory listings.
